It must have been applied in error, and can’t be turned in either direction to remove it from the bowl. There seems to be a mechanism in the bowl handle and down its side to tell the base that the bowl is in place. Could the mis-application of the cover have somehow jammed this mechanism?
This doesn’t seem like a rare problem.
